"Most people fear social isolation.
People therefore constantly observe the behavior of others in order to assess which opinions and behaviors meet with public approval or disapproval.
People exert isolationist pressure on others, for example, by mouthing off or turning away when someone says or displays something that is disapproved of by public opinion.
People tend to keep quiet about their own opinions if they think their opinions would expose them to isolation pressure from others.
Those who feel public support, on the other hand, tend to express their opinions loudly and clearly. Loud expressions of opinion on the one hand and silence on the other set in motion the silence spiral process.
This process typically ignites on emotionally charged topics. If consensus prevails in a society, it is unlikely that a silence spiral will be set in motion. It is usually controversial topics where a silence spiral process occurs. The actual strength of the opinion camps need not determine their weight in a spiraling silence process. The opinion of a minority can appear to be a majority in the public eye if its supporters are only confident enough to publicly express their opinion forcefully.
The mass media can exert a decisive influence on processes of public opinion. If the media repeatedly ("cumulatively") and consistently ("consonantly") support an opinion camp, it has significantly increased chances of emerging as the winner from the spiral of silence. Fear of isolation and the threat of isolation are effective subliminally; most people do not consciously think about the extent to which they base their behavior on public opinion. Public opinion stabilizes and integrates society because conflicts are settled by spirals of silence in favor of one view at a time. In this context, one speaks of the integration function of public opinion."
